In Slovenia, electronic invoicing for B2G relationships has been in effect since 2015. The standards used in this country include e-SLOG, a local adaptation of the XML standard, as well as UBL 2.1, and UN/CEFACT CII D16B. While the scope of mandatory B2B e-invoicing has not yet been specified, work has been ongoing since March 2023 to secure Slovenia's support for proposed changes to the EU VAT Directive 2006/112/EC and the ViDA proposal on electronic invoicing within the European Union.
The Slovenian government has published a draft bill proposing a B2B electronic invoicing mandate starting June 1, 2026. The proposed system will allow invoices to be issued in three formats: the e-SLOG national standard, an EN16931-compliant standard, or any other internationally recognized structured invoice agreed upon by all transaction parties.
Issuers and recipients will be required to report these invoices to the Tax Authority within 8 days of issuing or receiving said invoice. Reporting will need to be conducted exclusively in the e-SLOG format. These rules will apply to both domestic and international transactions.
Authorities do not anticipate introducing a B2C mandate in the near future.
E-invoices can be submitted directly via a web portal, certified e-invoice solution providers, or through Bankart e-invoicing solutions offered by banks participating in Slovenia’s e-invoice interbank exchange through the Public Payments’ Administration of the Republic of Slovenia. PPA has been connected to PEPPOL since 2018.
Slovenia employs a post-audit model for B2B invoicing, and buyer consent is required to receive e-invoices. The issuance of e-invoices is not subject to any specific requirements.
