2025 E-invoicing Act Enters Estonian Parliament

The Estonian government approved a final version of their newest bill, amending an Accounting Law regarding e-invoicing, which is projected to enter force in 2025. 

The proposed broad amendment is set to bring Estonian e-invoicing regulations up-to-date with the most recent trends. Specifically, it will introduce a default EN16931 invoice format with the possibility of using another machine-readable format subject to agreement between parties. 

The bill also includes provisions for introducing an obligation for sellers to issue invoices upon the buyer’s request. If there is no agreement regarding the format, the invoice should be kept to the EN16931 standard. Authorities stressed they should not prohibit using any previous or future e-invoice formats should parties agree on their use. If the bill passes in its current form, the obligation is planned to enter force on January 1st, 2025.
